About this cartoon: The issue of homelessness continues to be a nearly intractable one. Many cities have placed a priority of getting the homeless off the streets and into housing structures as a priority, often called "housing first." Yet without additional help at the same time on mental health, drug addiction and joblessness, much of this effort is doomed to be unsuccessful.
